There is no fixed character limit, which is the common misconception. Google truncates at roughly 580 pixels on desktop, so a title full of narrow letters fits more characters than one full of capitals and wide letters. Around 50 to 60 characters is a safe working range.

Roughly 920 pixels on desktop, which usually works out to about 150 to 160 characters. Mobile truncates earlier, so front-load the part that matters most.

It is a close approximation, not a browser measurement. The real width depends on the exact font Google serves, which varies by device and locale. Leave yourself a small margin rather than writing right up to the line.

No. Google rewrites titles for a meaningful share of results when it decides another phrasing better matches the query, often pulling from your H1 or on-page text. A well-matched title tag makes a rewrite less likely but never prevents it.
